Troubleshooting Internet Connection Sharing on Windows 10
It appears that your setup is correct.
Once ICS is activated, does the Home Network drop-down menu show up? How many network interfaces are currently listed in Network Connections? If you'd like, you can share a screenshot for further evaluation.

Make sure the shared interface has Internet Connection Sharing enabled, and avoid having too many active network interfaces in the network connection.
Check if there are multiple active network interfaces in the network connections, and make sure that Internet Connection Sharing is enabled on the shared interface.
