Toolbar pop-up. is there any way to turn it off?

Disable the News and Interests option in Settings → Personalization → Taskbar. You can also completely disable it in the registry:

reg add HKCU\Software\Microsoft\Windows\CurrentVersion\Feeds/v ShellFeedsTaskbarViewMode /t REG_DWORD /d 2 /f

If the pop-up appears from a specific program, identify that program and look for settings within it to disable pop-up notifications or toolbars.
