'This file does not have an app associated with it performing this action...' is shown when I try to

When I try to open the shortcuts in taskbar, it shows 'This file does not have an app associated with it performing this action...'.

    I'm having this problem also, but not from the task bar; from Windows Explorer's left window.  Worked fine for years, and this week, every time I try to open the OneDrive in Windows Explorer, I'm returned "This file does not have an app associated with it for performing this action.  Please install an app or, if one is already installed, create an association with the Default Apps Settings Page."  

    What I don't understand is that, if the OneDrive cloud icon represents a folder, which PROPERTIES indicates, there should be no "app" association to open a folder.  Windows Explorer should open that folder without an "app association."  I really suspect that something is corrupt in Windows Explorer's configuration, but I don't know where to find it. And since this original posting date is 2021, I'm not optimistic about getting help here if he didn't.
