I'm regularly having this same problem (gap below the taskbar that reveals wallpaper image). I have Scaling and Resolution set to the recommended values (150% / 3840x2160) and the Taskbar is set to not hide automatically. I'm running Windows 11 Enterprise 25H2 build 26200.7705, Experience Pack 1000.26100.291.0.
The issue is easily (albeit temporarily) corrected by restarting explorer.exe but returns at some point during the day, presumably from plugging/unplugging from external monitor, resuming from sleep, or some other trigger.
