The new toolbar in Windows 11
I am using Windows 11 and I am very much asking how to achieve the equivalent of the Windows 10 task bar sub-toolbar functionality.

I found this solution, and it works reasonably well. I have several of my most frequently used files not pinned to the start menu. They are also pinned to the 'All apps' list as well, which is the means by which they can be pinned to the start menu, and although that is adding a bit of clutter to the full list of apps, it's the best solution I've tried so far.

I gave up on having toolbars (nice clean simple crisp menus) in Windows 11. So, I uninstalled Windows 11 and installed Windows 10. If anyone does this, let Microsoft Know. Hopefully, they will get the message that users liked (loved) this feature!

I'm hating this plugin "custom menu" app for 2 main reasons:
1. you have to double click rather than single click to select a menu item; and
2. it keeps disappearing from my task bar system tray for no reason I can fathom
Come on Microsoft sort it out and return the ability to create custom menus!

I have taken the link you've provided and taken the option of downloading and installing the MS store variant.
While I do prefer:
1. the functionality implicit in Windows 10; and
2. not having to install add-ons for functionality that really should still be native to the OS
This definitely works better than an earlier "solution" I saw in this thread; which is to open a folder from a task bar link

Then I'm sorry, I really am at a loss as to what the issue is you're having. In your msg you are describing the process as on Windows 10 and these steps are available in the SystemTrayMenu app that's in the MS store, I have achieved the same outcome you described on my Win11 PC. You can see the doco here with a GIF showing the menu and sub menu action and the config options are all available within the app menu.
