Taskbars are automatically hidden when windows are maximized
The core problem you're describing—maximized windows covering the taskbar instead of stopping above it—typically happens when an application enters true full-screen mode rather than simply being "maximized." There's a technical distinction here: maximized windows normally respect the taskbar boundaries, while full-screen mode is designed to take over the entire display.
I have the same problem (Windows 11). And I haven't set anything to "full screen" mode. All I've done is to have clicked on the Windows icons at the very top right of each window. In the past, that has always allowed me to access the task bar by just moving my mouse to the bottom of whatever window I'm in. Initially I thought it was just a problem of the Phone Link app window being open. But I have the same problem with the Firefox and MS Outlook windows.
