Taskbar not un-hiding on second monitor

I've had Windows 11 installed for maybe a month or so, and I still cannot figure out how to get the taskbar on my second monitor to un-hide without right clicking at the bottom of the screen. Moving my mouse to the bottom (anywhere) does nothing. The only way for me to get it to show up is to "Right Click" at the bottom.
