Taskbar Going Under Other Windows

Is this a feature or a bug? Really annoying me and messing up my workflow. This suddenly happened after Doom Eternal froze and I had to hard restart my laptop.

Now all windows can go on top of the taskbar. Just moving around any floating window covers the taskbar.

When I auto hide the taskbar.. it pops up behind an active window too when i move the mouse down.
