System process - CPU usage over 20%

I have a Surface 6 with CPU: Intel(R) Core(TM) i7-8650U CPU @ 1.90GHz 2.11 GHz, RAM 16 Gb.

Windows 11 build 22000.348

The system process uses always more than 20% of CPU.

I verified malware with Malwarebytes and with windows tools but any malware was found. 
I verified other elements like drivers but I didn't found the origin of the problem.

I hope that someone can help me

    Since when this problem started?
    Have you tried updating your Windows?
    Are you using Malwarebytes or Microsoft Defender?
    Try perform a Clean Boot and see if the problem persist?
