Surface Pro 4 recovery failure

so, after having some issue on the latest insider build (store and edge failing to load) then start menu stopped working, I attempted a reset. that then also failed and just left me with a blank screen and mouse cursor. I then followed the steps to create a surface pro 4 recovery usb drive. That goes through the motions, get to nearly 60% then pops up a helpful message saying recovery failed. It seems to have wiped everything so I can only boot into the bios now. Any suggestions on how to recover?
