This issue appears to have been resolved. I had backed off to the older feature update, but Today when checking for updates, I received an Nvidia graphics driver and the feature update. It worked correctly this time!

I also see errors like this in the System log:
The server Microsoft.Windows.StartMenuExperienceHost_10.0.22593.1_neutral_neutral_cw5n1h2txyewy!App did not register with DCOM within the required timeout.
