I fixed it. First, I reinstalled the update, so I'd be current on everything.
Then I did the following, which was a fix I l earned on reddit:
- Open Control Panel via search.
- Navigate to Clock and Region->Date and Time->Change Time Settings
- Change the date and time to a future date (I picked a week later.)
- Go to the Internet Time tab and disable time sync
- Re-enable time sync.
Start menu now works.
This worked for me, YMMV.

Are you able to open search?
try perform a clean boot, take a look at:

Note, in case Start and Search is not working, you may press WinKey+R and then type msconfig.exe and then follow the rest of the article.

I don't know if is related, but after a power-off power-on (not reboot) I started power toys in admin mode, and start menu worked.
I have tryed before to perform a clean boot, but without success.
