Snip & Sketch won't launch using PrntScrn when using a program with Admin rights - insider fast ring

Snip & Sketch won't launch using PrntScrn when the active window's focus is on a program running with Admin rights

so for example when working with registry editor, task manger and things like that, pressing Print Screen button to launch Snip & sketch doesn't work. I have to first click on desktop to be able to launch the app.
I'm using windows 10 insider fast ring build 19546

p.s Windows logo key + Shift + S works in all occasions instead.
