Skype on Window computer

I just realised that I get no Skype's notification in the Windows computer Notification Center for new skype messages.
I heard the notification sound and received the message but it has no trace in the Notification Center.
Also in Settings, Viber is not offered as an app for which notifications can be turned on and off. Anything I can do to fix this?
