Seeing "get even more out of Windows" on the settings page after every new build

After installing every new Windows 10 insider fast ring build, I see this message on top of the settings page

it's basically harmless but i think it's redundant because after clicking on "let's go", it takes me to a full screen window, after few seconds it says all done and that's it.

now i'm on build 19033.1
