I'm also on the same Windows 10 fast ring and on Microsoft Edge version 82 canary
that site doesn't flicker for me when I open it.
which version and channel of Edge are you using?

HotCakeX I have an edge canary and a stable version of 80. I didn't see it on the 1909 version, but after an update to 19577 the flicker appeared only on the website of the ok.ru. I think this is something with the website and the windows
- Try turning off hardware acceleration: edge://settings/system
I don't know what your graphic card is but Windows insider builds usually install experimental drivers.
