Scanners and Cameras pop-up screen

i had this happen before and it was a stuck imaging device driver so windows kept trying to reopen it
i just uninstalled the scanner/camera entry in device manager and rebooted and the popup stopped showing up

Temporarily disable or uninstall the unknown imaging device driver in Device Manager.
