Try the following steps to enter Safe Mode:
Method 1. Force entry:
Hold down the Shift key while restarting and select "Troubleshoot → Advanced options → Startup Settings → Restart → Press F4/F5
Method 2. Repair boot:
Boot using the installation USB drive → “Repair your computer → Troubleshoot → Command Prompt” and execute:
bcdedit /set {default} safeboot minimal
Method 3. Run in recovery environment:
chkdsk /f /r
sfc /scannow /offbootdir=C:\ /offwindir=C:\Windows
If all else fails, reinstall the system.
