problem with the manage device section`

hello guys i am having problem with the manage device section it is supposed to show USE AS A  CONNECTED CAMERA but sadly the whole option is unavailable. I tried everything I know such as:
1. Reinstalling phone link and link to windows in my devices (I mean I have an android phone)
2. Granting all required permissions including camera on my android phone
3. reinstalling cross device experience host in windows

i have an HP laptop which exceeds windows system requirements and an android 11 device 
  I have shown only one device because all of them show the same thing
