Phone link says I already have the phone set-up with another app

Open command prompt as admin:
Type> gpedit
Computer Configuration>Administrative Templates>Windows Components>App Privacy
Enable: Let Windows apps make phone calls
Close gpedit
In the same command prompt as admin:
Type> regedit
Goto>Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\AppPrivacy
Set LetAppsAccessPhone to "1"
Close regedit
Close Command Prompt.
Lastly make sure you computer and your phone are on the same WIFI.
Reboot and test.

I cannot do this because my computer does not recognize the gpedit command. Now what do I do. Would love to solve this problem after taking several days to even get my phone and laptop to pair. I have a pc running Windows 11 Home and an Iphone 15. As far as I know, I have not paired my phone using another app.
