I have encountered similar problems before. The PDF files were locked by passwords, which was a headache. I tried many methods, such as online unlocking tools and some small software, but most of them failed. Later, I saw someone recommend Dr-PDF on a forum, so I tried it with a try attitude, and it successfully unlocked these PDFs. Many PDF readers such as Adobe Reader offer a print function, you can choose to print after opening the file and set the printer option to "Print to PDF". This will also generate a password-free PDF copy, then you don't need a PDF unlocker tool.
