    I have encountered similar problems before. The PDF files were locked by passwords, which was a headache. I tried many methods, such as online unlocking tools and some small software, but most of them failed. Later, I saw someone recommend Dr-PDF on a forum, so I tried it with a try attitude, and it successfully unlocked these PDFs.
