No windows 11 update
When i joined the insider program, There was no windows 11 update in the updates page. What should i do? Windows 10 21h1 Compatible with windows 11 Windows insider dev program
Check the following website and make sure your system meet the minimum requirements:

If yes, check and make sure you have installed all updates.
If yes, then open the Feedback Hub app and report this issue.

The Health Check app has some issues and the Windows team removed it and you couldn't count on that. In you don't see the upgrade to Windows 11, then file a report in the Feedback Hub app.
