No restart or shutdown from power options. The same on your PC?
Why did Microsoft remove restart and shut down from the power options? Is there a way I can get them back?
Open Windows Explorer and navigate to C:\Windows\System32. Scroll down and find the shutdown.exe file. You can double-click it, and it will give you options to shut down or restart.
