New PC speed lower than Old PC, Why?

I recently built a new PC, but I noticed that its performance and speed are significantly lower than my old computer, even though the new system has more powerful hardware components. I am unsure why the new machine is running slower despite having better specifications, and I would like to understand what could be causing this issue so I can optimize its performance.
