It seems system is infected with malware , not fully removed by normal scan. try this
Run Windows Defender Offline scan
Boot into Safe Mode and scan again with Defender and Malwarebytes
Use a bootable antivirus rescue tool (like Kaspersky or ESET)
Check startup programs and scheduled tasks for anything unknown and remove it
Reset your browsers and remove any unknown extensions
If nothing works, the safest option is to backup your important files and reinstall Windows, because some infections are hard to fully remove. Also, change your important passwords after cleaning the system.
