Mouse wheel button doesn't work. Build 23511

When I used to click on a link with the mouse wheel it would open up the url on a seperate tab. After an update or two it just stopped doing that. Actually, the mouse wheel button just stopped working entirely. I used this test only to see that it was not giving any input. https://www.onlinemictest.com/mouse-test/The issue is persistent among all browsers that I have tested it on. It doesn't seem to be a hardware issue.
