Mouse hover over System Tray area won't bring the Taskbar from hiding in Windows 11

Mouse hover over System Tray area won't bring the Taskbar from hiding in Windows 11. Coming out of hiding is only from the rest of the task bar. This was not the way it was with Windows 10.
