Memory Integrity Switches Back Off

Hello.
HVCI/Memory Integrity enables after turning on NX/XD in BIOS, but after reboot Windows freezes during startup and then disables Memory Integrity automatically on the next boot.
What I already checked:
VBS working
BIOS updated
B450 motherboard
Removed MSI leftovers + MSI HID driver
Removed suspicious drivers like Arsenal Recon (phdskmnt.inf)
Found old Razer virtual HID drivers (2019–2020)
Tested clean startup/services
Also, about a month ago someone remotely accessed my PC, and these issues started afterward, so I’m unsure if something was left behind.
Windows 11 25H2 (Build 26200.8457)
Seems like a kernel driver conflict with HVCI/Vanguard.
