Please try to disable fastboot. Sometimes, it can sometimes cause delays, especially if there’s a driver or hardware issue.
- Press Win + R, type control, and press Enter.
- Go to Hardware and Sound > Power Options > Choose what the power buttons do.
- Click Change settings that are currently unavailable.
- Uncheck Turn on fast startup and click Save changes.
- Restart your laptop and check if the delay is resolved.

Windows 11 startup feels like booting Windows 95 on a Pentium III. You press start button on your PC, and go take a shower, hoping that by the time you finish, the computer will finish loading.
I understand that windows 11 has a build in mechanism to start loading startup programs only after it goes "idle" which is a super poor design. Found a reddit post about a possible fix by editing some registry.
[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\Serialize] "StartupDelayInMSec"=dword:00000000 "WaitForIdleState"=dword:00000000
Really hope windows developers will release an update to fix this
