left click the tray icon but popup the right click menu

I'm now on Win11 build 26058. Recently when I left click the system tray icon wanting to activate the windows of apps, it doesn't work. Instead the right click menu appears. Not all apps are ill-behaved, but I found steam/outlook/onedrive do like this.
