Lazy Mouse on Explorer Title

Nor sure how to report issues, but I thought this is a good spot.

Relocating Explorer windows causes lazy load effect to mouse moving slowly around the screen. It seems as if the action got massively slowed. For me, if two Explorer windows are open simultaneously running as separate processes shown on the same screen, this will happen.

Does anyone else have the same issue if you duplicate the scenario?
