My 3 computers were doing the same thing. The problem was with c:\windows\system32\drivers\pxhlpa64.sys. This is a 3rd party filter driver.
Renaming this file to pxhlpa64.bak worked for me on all 3 of them. Not all computers have this file but this was my issue. Hope this helps.

I don't know who you are, where you live and how you found out about this, but you are a godsend.
This worked for me too. I had to use an external recovery media because at some point the installed recovery screen BSOD'd but in that CMD window I could rename the above filter driver.
Couple more snags and snuggles (had to reset Win Hello etc.) but the system is back up and running. I cannot thank you enough - I'd love to buy you a beer or a coffee.
