Latest Dev Update will not download. ISO will not install.

Windows Update reports an update is available (26060) but the download will not start. I also tried to use the ISO for the same version. When I run Setup, it starts, checks for updates and then just quits. I ran it again and chose no update. It got to the "Choose What to Keep" and quit.

Do I have to reset the current version to overcome this?
