I just uninstalled the update and I'm waiting for MS to fix. You can run Control Panel by pressing Windows key + R and type "Control Panel" (no quotes) in the run location. For me there are also issues with "This PC" and File Explorer so I had to uninstall. Hoping a fix comes soon.
