It's just 1 window and it says "Close all Windows"

It's getting a bit annoying because this has been here since 22000.51 and, it makes people think that there are windows open and gets confused after.

    Yes, this exists for a while even with the latest Build 22000.160. Since this is impact to your daily work however you could report this via Feedback Hub let WIP team to look to it.
