Is gaming stutter on Windows 11 25H2 a common issue or an individual case?

On the latest system patch of Windows 11 Home Chinese Edition 25H2 and the latest graphics driver, there is noticeable stutter even when game graphics are reduced to 720p, despite the computer configuration being fully adequate. I would like to know if this is a known widespread system issue or just an individual fault, and I am seeking solutions.

    Since October 2025, I've been experiencing performance issues in games. DLSS never significantly increases my FPS, and there are a lot of strange micro-stutters that aren't necessarily related to the game engine. It's very strange. When will this problem be fixed? I'm playing on a 9800X3D and a 5090 OC, and it feels like I'm playing on junk!

    It is a windows issue Microsoft has to fix 
    It mostly happens with 120hz+ or 4k monitors
    Display queue issue
