Exactly , last time I ran into this exact same File History log glitch on my desktop right after those cumulative updates dropped. What worked for me Completely resetting the underlying File History engine rather than waiting on a patch. Here is step by step guide.
Open File Explorer, go to C:\Users\[YourUsername]\AppData\Local\Microsoft\Windows\FileHistory, and delete everything inside the Configuration folder. Next, go into Settings , System , Storage, turn File History off, and then re add your D drive back as the backup target.
Windows will rebuilt the catalog from scratch, which immediatelly fixed the frozen timestamp and restored the right click Previous Versions context menu on my setup.
