I need to be able to type in chinese but i cannot download the “basic typing” feature

when i try to tap on the download for basic typing, nothing happens. I need to be able to type in chinese to communicate with family and for school. I have tried restarting with and without having the language pack added, running multiple command prompts, and safe boots.
