I don't know anything about this stuff so what happened to it?

i know it has dust but i just took it out of the garage, it was kept in good condition, it's old, and there are lots of pictures and memories on it but I don't know if It still has them noe, if that's what the screen does, do I have to take it to be repaired? can I recover something from it? don't judge me because I don't know what it's called but the big thing like not the PC the big one works and makes sound and the fan works, that is, it works, but the screen is like this, so help please

If it’s a desktop, make sure the monitor’s cable (HDMI, DisplayPort, VGA) is securely connected to both the PC and the monitor. If it’s a laptop, try connecting an external monitor (if you have one) using the appropriate port.

You can remove the hard drive or SSD.
Connect it to another working computer using a USB to SATA adapter or an external enclosure.
Access your files directly and copy your photos/memories.

yes, your photos and memories are very likely still there, and no, you don’t need to repair it just to recover them.
