I Can't get settings on Windows PC?

My Windows PC cannot open the Settings app at all, and Windows Update keeps failing on the same update for the second time. Clicking the gear icon does nothing, and the update rolls back after reaching a certain percentage. Please help.

    If the PowerShell commands don't fix the problem, the system files themselves are likely damaged. You can try to repair them using built-in system tools from an elevated Command Prompt.

    Run CMD as Administrator (In search type CMD)

    First, you try command: sfc/scannow

    If it is telling you, that corrupted file was fund and repaired, then you restart the machine.

    After that you try the commands to restore the OS:
