I can't get my pc back to factory settings

It says "there was a problem resetting your pc, no changes were made", i tried running the "dism /online /cleanup-image /restorehealth" in cmd but i get the 14091 error. I've been having problems with my laptop for months now and finally got myself to backup all the files to the factory reset but it's not working. It shuts down randomly, many blue screens, pictures videos and other media files can not be opened, and since recently the audio service is not running. Thanks in advance :)
