I actually WANT to move some windows off the screen!

I took delivery of a new Dell Optiplex Tower Plus (with Windows 11 Pro) a couple of weeks ago, and have spent that time setting it up the way I like, which has taken longer than I thought it would.
So many annoyances with Windows 11, so many silly (unnecessary) changes, restrictions on customisation etc., and I’m still not finished.
It’s one of these changes that is bugging me.
I don’t like the border padding/spaces in Windows, so for years I have (and still do) use utilities for reducing them – I have the padding set to 0 and the border to the minimum 1 pixel, and this has been fine, up until now.
Since Windows For Workgroups 3.11 I have tended to move many windows a couple of pixels off the top and left side of the screen to make more use of the limited screen space available (and dragged the bottom of the window to the bottom of the screen).
However, Windows 11 seems to object to this. I can move a window off (beyond) the left, right or bottom edge of the screen without any problem, but not off the top – when I try this it snaps right back with the 1px border!
I have turned off all of the settings that I’m aware of (e.g. arranging windows when dragged to the top), and after a week of searching online I’m none the wiser – it seems that all the questions asked about window arrangements concern getting a window back ONTO the screen, almost the opposite of what I want to do .
Using the colour schemes/accents to make the border invisible (or blend in) doesn’t work, as it also means the title bars are bland, but it still doesn’t maximise the usable screen area, so I was wondering if any of the experts on here could advise how I can achieve what I want?
I’m already using Tweaker but there’s no option in it to do this, and I have run out of phrases to use in online searches.
