How to Turn Off Tooltip Popups

Is there a way to turn off the annoying tooltip popups or extend the delay before they appear? I frequently use notepad for quick notes, and I find it frustrating when the settings button pops up and obstructs my view every time I try to close the notepad. I know there are other notepad tools available, but this particular issue is most bothersome to me and illustrates the challenge I'm facing.
