How to Open Live Writer on Windows computer?

A friend has asked me  if Open Live Writer (OLW) is still available and does it work with Windows PC. He used to use it with his old WordPress blog with Windows 7 and would like to try and use it again. He is not a fan of the WordPress editor and does not have Microsoft Office. I understand that OLW is available on GitHub but he does not have access to that platform.

If this is not an option, is there any other free editor that he can use with WordPress.
