How to let windows 11 "never combine taskbar buttons"?
- The November 2023 update added “never combined” mode on the taskbar for Windows 11. To find this feature, go to Settings > Personalization > Taskbar > Taskbar behaviors. Set Combine taskbar buttons and hide labels to Never. It also added a separate setting for turning this feature on for other taskbars when you use multiple monitors.
I came from another the same issue thread.
My solution was downloading and applying this github project:

it asks for admin access, as it replaces some libraries or kind of.. I was so p__sed of microsoft decisions so I don't care - and I got my old Win 10 task bar.
Dear Microsoft, Flag your managers who make decisions based on very dedicated and not common representative group of experts! Flag all of those who accepted such change with your approval hierarchy! Good you sirs, can hear the users' feedback - but bad, you can't deliver that in appropriate time (like a month). If you can't do quick revert you better to be way more conscious about "trendy" buzz. 😞
