How to let windows 11 "never combine taskbar buttons"?

The November 2023 update added “never combined” mode on the taskbar for Windows 11. To find this feature, go to Settings > Personalization > Taskbar > Taskbar behaviors. Set Combine taskbar buttons and hide labels to Never. It also added a separate setting for turning this feature on for other taskbars when you use multiple monitors.

I just received an update and am now running Windows 11 Home Version 23H2 (OS Build 22631.2115). Under Personalization/Taskbar, Taskbar behaviors now looks like this:

I changed the relevant settings from "Never" to "When taskbar is full". However, I still have combined taskbar buttons. I have not tried another restart yet, but just changing the settings has done nothing. It's hard to imagine how anyone ever thought removing this functionality was a good idea.

The only fixes are pay for software like start all back to get this feature back or revert to win 10 while you can.
Win 10 would be my choice, but windows will continue to downgrade to win 11

I'm sticking with Win 10. Thank goodness there are people willing to download Win 11 and let us know the "progress. "
