How to let windows 11 "never combine taskbar buttons"?

The November 2023 update added “never combined” mode on the taskbar for Windows 11. To find this feature, go to Settings > Personalization > Taskbar > Taskbar behaviors. Set Combine taskbar buttons and hide labels to Never. It also added a separate setting for turning this feature on for other taskbars when you use multiple monitors.

I'm testing Windows 11 from a usability standpoint for my company. We will not be moving to W11 until this feature is added back. I am not going to go through all the necessary security reviews to install a 3rd party tool or registry hack necessary to get back the "never group" functionality. There is no logical reason to remove this feature.

Same here, win10 works fine and win11 is like non existing without this feature.
New hw must be delivered with win10.
