How to Customize File Explorer Action on the Taskbar
In previous versions, each time I clicked the File Explorer icon on the taskbar, a new window would pop up. Now, clicking the icon with a window already open simply switches focus. This can be frustrating for tasks like moving files between folders. Is there a way to restore the previous behavior?

Hold down the Shift key whilst clicking the File Explorer icon on the taskbar to open a new window.
