I’d go with AnyWinGo—it’s dead simple for making a Windows-To-Go–style Windows 11 USB and can also prep a standard installer so one stick does both. If I were setting this up, I’d grab a clean ISO, run AnyWinGo as admin to build the portable workspace, then stash my tools on the remaining space.
